Reclaim and repave is used when the asphalt has deteriorated past the point of an overlay   by the use of a pulverizing machine. This machine grinds all of the asphalt with a pre determined amount of existing base material to create a stable base. This method is environmentally sound and is used when ever possible. Reclaiming can only be done when the existing elevations for drainage allows for it.
